Dear Ken,

This letter briefly summarizes, for the record, the feedback discussed with GA at the close of the FY98 Year-End Reveiw conducted at your facility on October 20-21, 1998. Specific written comments provided by the ICF laboratories will be forwarded to you for your reference and follow-up as appropriate.

In general, the laboratories were again quite pleased with GA's performance on FY98 tasks. Target and target component development and deliveries continued to represent a significant contribution to the experimental programs of the ICF laboratories. Several instances of exemplary technical work and individual effort were recognized - particularly the contributions of the Schafer folks and GA's Wayne Miller.

UR/LLE recognized the progress made on the Cryogenic Target Handling System this year, and noted some difficulties that were encountered - especially with vendors. Although technical progress continues, LLE remains somewhat anxious that the system will be completed within the current budget and will be available on the required schedule.

In our wrap-up discussions at the review, we noted one area of concern involving on-site task personnel. This concern related to the need for timely notification and coordination with the impacted laboratory when ever it becomes necessary for GA to change it's on-site staff assignments.

With regard to FY99 target and capsule orders, the laboratories will coordinate with GA to help dovetail their requests and reduce delivery spikes. GA should remain keenly aware of upcoming lab requests and coordinate with the impacted labs to levelize and prioritize the delivery schedules to the extent possible.

Overall, we continue to be quite pleased with the quality of management and technical performance demonstrated by the GA/Schafer team. We look forward to GA's successful perfomrance on the FY99 work plan tasks and its continued contributions to the ICF program.

Sincerely,
Dennis E. Neely
