Dave has served as SETA Team Lead and has provided to me the excellent technical and managerial expertise necessary to oversee this complex effort. As former ALI program manager at Lockheed Martin, Dave made the transition to Schafer bringing first hand knowledge of all technical and programmatic details. His efforts made possible a continuous, seamless, smooth running ALI program. Mr. Loomis has demonstrated outstanding technical and leadership abilities. He has served on numerous working groups for both ALI, the SBL Readiness Demonstrator (SBLRD), and the ALPHA Laser Optimization (ALO) program. Dave has constructed many excellent technical and programmatic briefings, and has played a major role in several ALI and ALO contractual baseline reviews with our Program Operations Directorate. In addition, he has organized several technical evaluations for ALI and ALO contract change proposals. Dave's achievements were a result of much personal sacrifice. Long days at Capistrano Test Site away from home and family were routine for the past five years. I have relied upon Mr. Loomis for key information, technical, and programmatic advice, as we executed this important missile defense test program. His hands-on test and evaluation experience contributed greatly to the success of the ALI phase I test program; I look forward to working closely with Dave as we proceed into the SBLRD phase.
